Bitfinex is a customer of Tether. If Bitfinex wants more Tether, they make a request to Tether, just like all other Tether customers. Tether waits for USD to show up, and when it does, creates the necessary tethers and credits Bitfinex. One prominent voice making that claim could, until sometime early Feb. 7, be found on Twitter at @Bitfinexed. That changed for several hours today when the account was briefly suspended by Twitter.
